How do you think that the person you saw the other day was not having the basic road or civic sense. He may have felt the same for you. We dont know. Every person has his own opinion. And the opinion which is unlikely to change unless he witnesses an incident or experiences a situation which questions his conscious.
The issue you have raised is only one among several others. This and several other burning issues require debates amongst the community.
I feel the best way to find solutions or rather develop a mechanism is to sit together and work together.
We need to gather at leisure and involve and inculcate the habit of discussing issues which concern the public at large. Debating would help in increasing awareness, enhance creativeness and formulates new ideas which would in turn develop confidence among the individuals.
We in this context is we the freinds, we the relatives, we the family members, we the society.
And leisure I think we have changed the meaning of it altogether. In fact we are at leisure many a times but we either dont realise that or we dont want to accept that for the fear of loosing our private time or lazy time.
Can we remember an instance wher we sat with our freinds or relatives and discussed an issue which concerns the general public and where we had made efforts to find a solution.
The problem lies within us. We dont want to take this responsibility. We want to thrust these problems or issues to some other person(s). After all we are humans and naturally we possess that parasitic attitude to depend on others.
We can find solution to each and every problem only when we realise our individual responsibility.
Think of shouting in a large gathering all alone. It would seem like you are whispering. But if you form a group and start wispering, in the same gathering your whispers would echo and would be heard loud and clear.

Once when I was that stranded person on a busy highway, a period of an hour went by before someone did stop to let me use their cell phone. They were the nicest people from two states away, Indiana! The state patrol was very rude to me and he would not let me use his cell phone to call my children. Situations where the person is very stressed can be difficult and dangerous for everyone involved. I can truly appreciate this question. It can also be very dangerous for someone to stop when they can offer no help, ie. no cell phone. Thus this is a loaded question. Would I want to stop, yes. If it were a busy place in the day and I had someone with me I most likely would. If the situation were night, I was alone and it was an untraveled road, no. I would however call the police and report it. Can we truly ever say that something is black or white? Not really. There is always a grey area. Good question and thank you for causing me to think and remember those things.

basic road & civic sense needs to be taught right from grass-root level, from schools itself we should make all aware of their responsibilities. our traffic police should become more vigilant & fines should be imposed even for lane jumping, overuse of horns etc. on the spot fine should be levied & also cautions giving. if a person is a habitual offended then the licence should be revoked. only by strict methods can we make each & every motorist, educated or uneducated aware & consious of following basic principles of life.

I dont knwo the right answer dude..but I will be looking at this question again and again to find out the answer because many drivers in ahmedabad desperately need to develop traffic sense....good question bro.
