What is the occasion, is it for a birthday? If it has your husband's handprints on it too, that takes some pressure off because the message can come from both of you. Or is she Christian? Find a nice bible verse, that will make it sweet and personal without making it personal, so it always works.

You are the mother I received the day I wed your son. And I just want to thank you, Mom, for all the things you've done. You have given me a gracious man with whom I share my life. You are his lovely mother and I his lucky wife.
