No, it means it is the same product as before (whether it sucked or not) with one or two things changed or added... It's basically like when a girl gets a nose job and her hooters done, it's still the same girl, just better... (or worse, if you use Courtney Love's doctor!)

no it means it has been improved or made better if your talking about a product usually products get new and improved when they want new advertisements more interest in the product and better sales
