No there isn't. So don't even bother with it. Just wait till you meet the right person, get married and then enjoy the real thing on your wedding night.

Start when you start having sexual needs. If you start wanting sexual pleasure, but don't have someone around to help satisfy them, then the best thing to do is masturbate.

nope...you can do it whenever you feel the urge....8-88 ( I say 8 thats because thats when I started and I'm 52 and still at it.....)

amazingly enough, most people start as babies and then we're taught not to by parents.
the right time to start (again) is when you want to.

well it depends if you're old and crimple then your time is up, but if you're young and wild then why not? just make sure you're no 8 years old, at least be sure you're 12...lol
