Assuming you are using Windows XP and you are referring to the Windows Firewall, go to Start->control panel. In the control panel click on switch to classic view if you happen to have the category view showing. Double click on Windows Firewall. toggle to off and click okay. I recommend that you keep your firewall on and just make exceptions for anything that has to get through rather than shutting it down just to do whatever it is that you are trying to do. If you wanted to do this, you would go to the second tab on the firewall screen and choose the programs, or ports that you would like to allow.

I assume you are using a commercial firewall. Usually you will find an icon in your system tray that represents the firewall. Right click it and according to your firewall, click "Disable", "Exit", or "Quit".

There should be an icon for the FW in your System Tray; right-click on it and look for the proper option.
