Do I need a permit? Is it really that big of a deal?

Once again, the answer is "depends upon the jurisdiction." The State of California does not get involved in this at all--it is a local issue. Permits are required (and available) in some places, permits are not required in some places, in some places such performances are not permitted at all. Here is a story about differences between the City of Santa Monica and the City of Los Angeles.

Yes. Very limited special permits only.

It is certainly done, don't know if it is legal, but the tourists places have street performers.

im pretty sure it is cuz every1 does it and cops dont pull over and arrest em but not positive...watcha plannin? lol jk
