when you click on that tool look up about two inches from the left on the tool bar up top there is a drop down window that gives you three choices and it is set on whatever the size is marked in the two boxes next to it the style is the first box then width and height use the drop down arrow in the first box and reset the tool to normal and it will work just fine

are you talking about your crop tool?
If so, if you look on your top left corner, photoshop lets you choose a specific size to crop. If you dont want it to make you do that, you can select it off.

The program must be corrupted. You know, viruses everywhere, bad sectors, etc.

If reinstalling Photoshop is not too much of a bother, you'd be better off reinstalling
