If (-9,8) and (2,6) are the ends of the diameter (which is the straight line thru the middle of the circle), the outside of circle would circle around the straight line, correct?
A radius of a circle is half of the diameter so if you placed a dot on the middle of the straight line, that dot would be the center of the circle.
I'd use a piece of graph paper, make an chart with an x-axis and a y-axis, plot a dot at (-9,8), plot another dot at (2,6), get a ruler, draw a line from the one dot to the other dot, measure the half way point of the line, get a compass, put the point of the compass on the middle dot, put the other end of the compass on one of the other dots, draw a circle with the compass, measure the distance of the middle dot to one of the outside dots (that's your radius), determine the coordinates of the middle dot and that's your center or the number you're looking for.

The diameter is the width across the circle, so if it joins those two points, the circle's center is at the midpoint between them. In this case, (-3.5, 7).
On the other hand, if you meant the perimeter, the problem would be unsolvable without more information.
