In WI it's the landlord is responable to keep accsesses to all emgency vehicals open on privte property. Putting rent in escrow keeps me safe from intrests late fees and other stuff.

Why do you have escrow questions if you are renting.

Call 311 and file an anonymous complaint.

Take a look at your lease; if it does not state it then he won't do it. Do what we did at our 6 plex apartment building, we all paid equal amounts to have it plowed only after 4 inches and we all purchased about 100 lbs of salt to use for anything under 4 inches. Or you could all chip in to buy a snow blower and take turns snow blowing. If you all work together it is not expensive.

Landlords who don't clear the snow are risking civil liability--someone's bound to fall down and get injured. I would advise the residents to send the landlord a registered letter documenting the dates that it snowed and how much and the fact that snow wasn't cleared. If anyone's ever injured, this establishes notice of the hazardous conditions, making a civil suit a slam dunk. If your landlord has half a brain, he will understand this. Also, I would complain to your city hall's building code dept.

Got bad news. The landlord isn't required to snow plow anything. Usually they do that as part of the amenities they offer, and as a landlord, I think they should, but they aren't actually required too.
