can someone please give any suggestions for a nice, sophisticated, but sexy, prom dress for my friend? this is how she looks like:

With that dark skin, she has a lot of choices. I'd go for something like a soft, yellow or orange. Cream and white would be good as well. Since she's so tiny, I'd stay away from the fluffy or heavily beaded stuff. I'd also steer away from black and other dark colors. Stick with pastels or brights. Somthing silk or satin with a slight train would be very nice.
