Oh, my...you're going back a few years on this one...
The little duck's full name was Quacky Doodle, and he appeared on one of the early Hanna-Barbara shows, probably Huckleberry Hound.
Quacky's voice was kind of a "Donald Duck as a three-year-old" type.
The best-remembered line in this group of cartoon's was always Chopper's;
"Now close your eyes, little bitty buddy. You shouldn't oughtta see this"...
