probably not enough for a hot tub. go with at least 2x10's , 12"o.c.' and 6x6's instead of 4x4's ,with simpson clips for the added weight.

It depends on how long those 2x8s are, and how they are supported. If they are over 10 feet long you should put a girder under the hot tub before filling it up. The girder should perpendicular to the joists and be 3 - 2x8s thick, and run the length of the hot tub plus one joist on either side of the hot tub, and supported by a 4x4 post on each end of the girder.
If the joists are less than 10 feet and properly installed they will support your tub and as many people as you want to put in it.

You will need supports directly under the hot tub. Fresh water weighs about 7 lbs. per gallon, plus the weight of the tub and people. The deck joists will NOT support the weight safely.

How far off the ground is your deck? You can go to your county planning office and they can provide you with all the information you need. You might be getting into building code restrictions or requirements.
