What are the laws regarding shipping responsibilities? I purchased an item from a online store and FedEx tracking said’s the item was delivered and left at the door, however, their was no package. I did not even see or hear the truck and they never knocked.
I contacted the company I purchased from and they said to contact FedEx, which I did.
From looking at the FedEx site, either I or the shipper can make a claim but any claim settlement would goto the shipper. Why am I to file a claim so the shipper gets the settlement but I’m out my money?
I know there are certain laws about who’s responsible till the item exchanges hands and so forth but cannot find them.

Actually, that isn't how it works. Yes, you can file a claim and you would likely get the purchase amount back. You do need to contact FedEx yourself. When you shipped with FedEx you or the company you purchased from was given an Implied Warranty, even if there wasn't an express warranty in the shipping agreement.
