Afraid not.
The Tarot is a tool for meditation. It has no magical properties.
Used properly and with proper guidance the Tarot can, in some instances, help one see one's present situation a little more objectively, and can aid in thinking more clearly about problems or situations in one's life. This is not creating luck, or any other kind of type of event.

Here is a free download demo for a great Tarot program. To keep the size of the demo manageable it contains the Rider/Waite deck, the actual program will have 10 complete decks. This Demo version of Tarot is a full working copy for 30 days. So you get 30 days to study meanings and spreads! http://www.free-tarot-download-demo.wotsnext.com
To create good luck try affirmations.
Affirmations, or as I prefer to call them, Verbal Remedies work by engaging a process of creative visualization. The way to write and recite your own precision affirmations is to make your statements: Positive, Present, Personal and Specific. Here are some useful resources for getting your mind around your own verbal remedies: http://www.psychic-junkie.com/verbal-remedies.html
