The previous answers are good. I'd suggest thrift stores and consignment shops, where things can be very inexpensive, for everything but underwear, socks, and shoes. TJMaxx, AJ Wright, and Marshalls (all owned by the same parent company, so the prices should be similar - but the product may be different store to store) are good stores when you need new things if you can't find them at the above stores.
Craft stores often have new, plain t-shirts for $4, or $3/10. Wear them plain, layered, or embellished. Finding an old, torn concert shirt and cutting out the band, and sewing it onto a new shirt or the back of a jacket is a cheap way to create a unique look.
Look for stuff on clearance - especially in the boys' departments. Boys (and maybe small men's) clothes may fit, and they're tougher than women's clothing by FAR. For some reason, they also cost less. I learned when I was 16 that I could buy a thermal shirt in the women's department, or I could get four
shirts in the men's department for the same amount of money.
You can also look on eBay or Yahoo auctions - someone with a credit card might be willing to make the purchase for you if you have the cash up front. I sometimes got hard to find comic books for my ex boyfriend's son on eBay.
Inexpensive accessories like hair stuff (again, buy NEW) and nail polish and belts can change an outfit.
If you have friends you can TRUST and it's OK with your parents and your friends' parents, you may want to ask about trading... but don't trade expensive stuff because you might not get it back. I learned THAT the hard way.
EDIT: I don't know what country you're in! If you're not in the US, TJMaxx, etc., are United States stores that have designer names at retail prices. Some stuff may be to frufru for you, but jeans and plain shirts are a good price - sometimes better than in discount stores, and the clearance stuff is great. If you're in Canada, Winners is the equivalent and owned by the same company.

Try the less cool department stores--Penney's, Sears, etc. They'll be cheaper but will still have somewhat stylish clothes that can pass for goth. Also check out Target and Kohl's, which are trendier but still cheap. And remember, you don't have to dress goth to be goth--it's all about the attitude.

Have you tried making your own clothes. Take a shirt from target with a scull on it for example. Wear it with black jeans. All Black converses or black shoes. Dark Brown hair. My suggestion is to make your own clothes or buy a somewhat gothy shirt & heans and add your own flavor too it

If you like things that are really in style, not preppy but not gothic, (although they do have a bunch of stuff with skulls on them) I would go to Forever 21. It's like my fav store.

do you not like those places? or are the to pricey? because papayas is good and cheaper. then marshalls, it isnt always best condition, but its cheaper. and i have seen things there that are are really cute. and that i have also seeen at department stores.
