When the repairman did the job, it "stirred up" debris inside the pipe system, That debris got stopped up in a screen in the top floor faucets. Dont Panic!!! remove that round end off the faucet, inside there is a directional and a screen. You will find that thing plugged. Clean it out or go to the hardware and get a replacement. Do this on all the faucets you have trouble with.

Meddling with the water heater won't help. You need to identify a few things, and will need a pressure gauge to do so.
- What is the static pressure (no water flowing) at the downstairs taps? It should be in the range of 40-60 PSI. If it is not, the water supply needs to be checked out.
- What is the static pressure upstairs? It should be about 5 PSI less than downstairs. If it is not that high, there is a blockage in the pipe.
- If the static pressure upstairs is okay, but you have a low flow, then you have a partial blockage of the pipe. Such could have been caused by your repair of the previous leak.

it sounds like you have a water pressure problem that is the water coming into the house. Is it well water or city water? You can check the pressure with a pressure gage from any hardware store. I would start there.

did you by any chance turn on the sink faucet 1st after you fixed the h.w. line? if so, take the screen out of the faucet as it's plugged with solder or glue.
