I have an HP Media Center. This is the first "modern" computer I've had since all my decade computers quit on me. The fan seems to go faster when I'm doing picture editing, movie editing, and during those times, it goes, up, down, up down, like constantly. Is this how the new fans work?

Yes, every few seconds it will change. Only when I'm actually doing something on it, but it will go up and down and up and down during compiling of a movie I created, for example.

That is normal. As you are compliling a movie it uses the processer quite a bit and the processer makes a lot of heat so the fan speeds up as the processer gets hotter and slows down as the fan cools it off. When you are not doing something that uses the processer alot, then the fan should not keep speed up and down and if it does then there is proably lots of dust in the vents of the computer's case or in the fan or case itself, blw it out with canned air.

Not to worry. If you are on the Internet, some websites use Flash or Shockwave animations that intensely use the processor, and that makes the processor heat up until the website's animations "calm down". Some of those ads are so hyperactive they never calm down, and the web browser can become "stuck" and seem to never respond to mouse clicks. Open Task Manager and click on the Performance tab to see the CPU Usage - the next time you hear the fan speed up see if the Usage is over 90 %.

Yes it does. The speed is automatically controlled to save battery power. If more or less cooling is needed (which depends on the load on computer components, such as CPU, RAM and hard-disk), the system changes the speed of the fan. So, it's normal.

Yes, today's modern computers can sense heat increases inside your CPU and increase the speed of the fan as needed. That is normal. If it is CONSTANTLY changing, every few seconds, I'm not sure.

Normally there is a temperature controller that varies the fan speed as needed. During times when processing may be high such as video editing, the fan speed may also be high.
