Since Sacramento has no football team...who should I root for? Raiders...SF???
I think not. I'd rather give up being a football fan! Go Coyboys!!!

Sometimes other family member may be from that area and it's something that's just passed on. Or people may have gone to school etc in that area.
Like someone else said, sometimes that area has no team and they pick the next best one. Just because you're fron a place doesn't mean you have to like they're team.
Using your logic- what happens if one city has two teams for the same sport? IE Chicago and the Sox and Cubs. How do you pick? How do you decide?
EDIT TO ADD: Also, where would the boundaries be for a team in that case? What is Northern Cali and what is Southern Cali? How far does either extend?
Catch my drift?
I'm a Cubs fan born and raised and it's how I'll die and it's how I'll raise my kids. But then again a majority of people in downstate Illinois are Cardinals' fans because St. Louis is closer than Chicago and that's the media coverage they get.
To sum it up
1) You're born into it
2) Locale
3) Exposure (be it they win a lot or something)

Bandwagoners, basically.
However, you do have to give dispensation to folks who live in a city or area that doesn't have a team of its own - if they like the sport, they have to root for SOMEONE...

I dunno, maybe they see something in the team that they wish was in their area's team.
I'm a Louisiana native, and I may not have been the most die-hard Saints fan (and I'm still not) , but I've never disowned them, and I'm glad they're doing great this season.
I used to like the Cowboys back in the 90s, but I was in elementary school, and I only liked them because my brother did.
