Your point is about New Orleans right? The Louisiana Government allowed a city to be built in a known fish bowl! They ignored warnings for years and yet, there they are rebuilding all over! I say the next time New Orleans floods, DO NOT USE MY TAX DOLLARS for those idiots!

if you knew that you were building on top of an active volcano, the government shouldn't pay you anything

normally, your insurance would cover this type of thing. however, it would be virtually impossible (or prohibitively expensive) to find an insurance company willing to cover you

In my opinion, NONE. However, there are a few places in Alabama where people purposely build on flood plains each year. Their house gets destroyed EACH YEAR. The feds build them a new one EACH YEAR.

none, because you KNEW beforehand about the volcano, and the outcome of what could happen if you built on top of it.
