The sum of the angles of a convex polygon is 180(n-2), n is number of sides. A quadrilateral has 4 sides, 180(2) = 360. So

3x - 3 + 5x + 13 + 8x - 8 + 8x + 2 = 360
24x + 4 = 360
24x = 356
x = 89/6

M = 3(89/6) - 3 = 41 3/6°
A = 5(89/6) + 13 = 87 1/6
T = 8(89/6) - 8 = 110 4/6
H = 8(89/6) + 2 = 120 4/6

and the total is 360.

The sum of the four angles = 360
24x+4 = 360
x = 89/6
angle M= 3x-3 = 83/2
angle A= 5x+13 = 523/6
angle T= 8x-8 = 332/3
angle H= 8x+2 = 362/3
