What's that scarf/tie/neckerchief thing Pacino wears in Godfather? Where would you get them?

I've seen it a lot in movies on gangster or rich playboy types when they are dressing casually. I've no idea what it is though, I can't find anything about it online.

Anybody know what it's called? What could you use as one? Where would you buy them? How do you wear them? Only with a polo shirt and summer coat?

It's an ascot tie. About as rare as a bleeding moon right now. Fred wore one in scooby-doo too you know. Some people view it as a gay thing but it's making a comeback.
