Super Bowl XLII will be played in brand new (Arizona) Cardinals Stadium that opened for the 2006 season.

Cities with an NFL fancise that are located in a warm weather location, except if the city has a dome, bid on the rights years in advance. The city has t present a "package" or plan of how they will host the event.
The warm weather requirement comes from the fact that most fans (and sponsers) do not want to travel to a cold weather location in the middle of the winter.

It is voted on by the big wigs of the NFL. It is based on a lot of things like, can the city service a crowd that large, the stadium, etc.
