Problem with vacuums and cats is that cats produce dust and hair and unvisible matter. An ordinary vacuum with a bag or bagless can lets a great deal of the really small particles blow out the air exit into the room, that is a contaminant and a #1 cause of the dust you see on your varnished tables after vacuuming the rugs, caused by the vacuum.
I have allergies. I considered the "rainbow" water scrubber type vacuum and I discovered it simply blew wet contaminat out into the air in the room. What I settled on was a Sears unit with a seperate filter, not a bag. You can buy for this upright a heppa type filter that does a descent job of getting rid of the most minute particulate and not blowing the small stuff out the air exit and containing only the larger particulate.

An upright vacuum with a beater bar. If you really want one to last, go to a vacuum store and look at the commercial units. They're mostly metal and have even longer cords.
We buy Eureeka's and they last at least 12 years. No tools needed to change the belts.
Upright vacuums put more weight on the beater bar, which vibrates the rug and gets the dirt stirred up so the vacuum action can take it away. Bristle-only bars don't seem to clean as well as a beater bar and bristle combo.
Don't wait for the belt to break. Replace it say every 6 months. As it ages it stretches, and the beater bar won't be working at full speed, so replace it BEFORE it breaks. Also, don't wait for the bag to fill up. Replace it when it's about 1/4 full.

How big are the cats. A five hp shop vac with a 2.5 inch hose might work and still leave the two yr. old. Sorry, The only way I have found to get rid of cat hair was to relocate he cats. Cat lover but I love my children more.

My son bought a Bissel PowerForce Bagless that just impresses the hell out of me! It has four filters on it and you can rinse these out and reuse them. I shampooed my carpets and then used his vacuum and you would not believe how much stuff it syill picked up-even after I shampooed the carpet! It wasn't that expesive either, I use his all the time now!!

Dyson animal. That or Kenmore Intelliclean (1/2 the price) Before you buy anything, research it online and check out reviews from consumers.

Don't bother with a Kirby! I got one and it is a pain in the butt! Not very simple like they show you. And really, not that great.
