That depends. Are we talking strictly covalent bonds? Then a polar bond is stronger. But if we are including ionic bonds, then a nonpolar bond is stronger, since all ionic bonds are nonpolar and they are stronger than covalent bonds.

Polar bonds are stronger. That is, assuming you're talking about intermolecular forces. For intramolecular forces, I think they're comparable in strength.
