Usually the process is to write up a "mission statement", bylaws and a prospective patch design and take it to the sanctioning club in your area. They may want your membership list, as well.

Find a biker bar and go inside. Tell all the bearded gentlemen that you think their bikes aren't as good as yours--that will earn their respect. Give them your keys and let them inspect your ride. You're as good as in!
