No. The government's job is to govern, as the name implies. This means creating and enforcing the laws to protect it's citizens. It is each individual's responsibility to invest in themselves, their family, and their community.

Public schools are a great example of why the government should not be involved in investing in human capital. You can not make someone want to learn. Why force all people to attend schools, if some do not want to? Why force all people to pay for schools, when some will never use them? It is not fair to all of your citizens, and the government should not be involved in something if it will not benefit every citizen equally.

Are we truly a "free" society if we are forced to participate in something? Even if it's for our own good?

Everyone agrees that monopolies are bad. The government is the ultimate monopoly. We would all like to think that our government is good, but it is made up of individual people. That means that there will be abuses of the power, it's part of human nature. The best place for the power, investment, and choices of the people is in the people's hands, not the government's.
