I don't know about using the pine needles, but you can use the branches to make a frame. Then hold it with small pieces of rope, and finally put a tarp over it.

that would be hard i have made a 20 ft cir. rounded hut before out of willow limbs they bend easily and for the roof palm leafs....bt i did make a basket like the indians did when i was like in the 9th grade that was like a foot tall and it took us 2 weeks to build that lil thing...you could try making the frameout of sticks then get garbage bags or a tarp and put it over that makes it leak proof then put the needles on top or poor glue on the bags and throw the needles of it
