The horizon isn't really anywhere--it's an optical illusion.
The horizon is defined as the visual boundary between the ocean surface and the sky. On land it can be thought of as the boundary between the terrain and the sky, if you think of the terrain as a visual extension of the ocean surface.
Horizon is a very subjective phenomenon, and it can be difficult or impossible to see correctly. In the middle of a large body of water when the air is perfectly still, the sea reflects the sky, and the horizon disappears. It is easy to get lost in those conditions.
A perfect glassy sea is a rare phenomenon, but occurs more frequently in the area called the "Bermuda Triangle." That is the cause of the larger than normal incidence of lost ships and airplanes there.

The horizon is the furthest point you can see before the sky appears to touch the ground. In a perfectly flat location, the horizon would be the point where your line of sight is tangent to the Earth's surface; the "true horizon." In the real world, though, your line of sight is almost always obstructed, and the horizon would be where a mountain or other object blocks your view of that tangent point; the "visible horizon."

The horizon is where the sky ends and the ground begins. It is the dividing line between the sky and ground.

The question is too vague. The distance to the horizon on a round object is depdendent on the observer's height above the ground.
