In the movies, is Hannibal Lecter related to Clarece and if so, how?

No - it's not mentioned in the movies. In the books, they become lovers.

And they're not related - she's the daughter of a town marshall from West Virginia and he's the son of a Lithuanian nobleman and his upper class Italian wife.

His parents were killed in the war, he witnessed his sister get killed and eaten by Nazi deserters, he spent his childhood in a Soviet orphanage and as a teen his uncle, a Lithuanian emigre artist and his aunt, a Japanese noblewoman, adopted him and brought him to France to live.

That's where he became a doctor, and committed his first murders.

Not in the movies, but if you read the book Hannibal, it ends very differently than the movie did...
