Could be two things. One was already mentioned, the thermostat kicking on and off the burners power. The other is caused by thermal expansion. The burner will stretch a bit in its supports as well as rub against the bottom of the pan.

I hazard a guess that its the thermostat clickin on and off when the desired temperature is reached, temporarily turning off the heating elements. The next click would be the thermost clicking back on as the temperature falls, turning the heating element back on.

Most likely the thermostat turning the electric on & off to regulate the temperature.

I have a gas stove and the clicking is the electronic igniter.

while in operation, it is the thermostat regulating the temperature
and while the elements are heating up they may click.
