They react in order to create

Humans practice both, and one does not exist independantly without the other, but both work in synergy. Speaking situationaly, one might create a specific life situation/circumstance, but before said creation could take place, there had to be first a genuine desire the creator found within him/herself behind which the Idea itself was proposed in the mind. Simply put, before one creates a circumstance/situation, there first had to be some driving force for it, which would be desire of some sort.
But, then again, one might react to a certain situation/circumstance (the sum the aforementioned process) of another, but the reaction is based on a genuine desire that was present within the said reactor that existed prior to the circumstance's occurence and/or readily evolved from Idea to Desire at the stimuli's (circumstance) arrival. But even if the desire was present before or birthed at the stimuli's arrival, the process of creating the type of reaction produced is the same as that of creating a circustance/situation.

To desire, brings forth creation in infinitesimal manners, and reactions are based on desire either before or after a circumstance arrives, which then leads the process to continue in a vicious cycle.

People absolutely do create according to desire--and all of us react to circumstances, so I agree that the answer is "both".

Of course, some are thinking more about what we need due to the circumstances at hand--while others are thinking more of what they would like to have/accomplish.

For example if we had a loved-one who needed a rare organ, we might wish to clone an appropriate organ for him/her. While fighting a war, some might want to make weapons/vehicles to help us to win. This would be reacting to circumstances.

Someone who is really into video games, and sets out to make a new one, is creating according to desire.

Majority of people react to circumstances. Rare Great-men or Criminals create circumstances by desire.

The word 'react' is not positive or negative but could be positive or negative or both or neither. Need mothers invention and the human mind fathers creativity. The two in human consciousness is the record of sensed substance, the descriptions for them, and they are the source for conception in consciousness, the birth place for concept and hypothesis for which the unseen action is given possibility. The Judgment is negative , the Will is positive, the substance is what it is, and from the three comes human knowledge.

I think most people react to the circumstances they encounter. It is akin to sleepwalking, in that you are moving through life but not fully in control. It is a worthy goal to live your life as a conscious choice, although this is very hard to do. To consciously choose how you will react to the situations around you rather than let the situations dictate your responses.

i think the answer is both , depending on the situation you find yourself in as they say neccesity is the mother of invention .if you have the ability to invent or create or adapt things to suit your situation then thats were new products come from.nothing in this world is original it all came from the first idea or thought of another human being and has been adapted or modified ever since.i.e abacus =calculator overtime sand -glass-lens -telescope .

A passive person is acting too though. He's choosing not to do anything, as opposed to doing something. Although it's a decision that may carry undesired consequences.

Yes, we are beasts of habit, and the only way to break the routine is with god, because he has something more for us than just for us to react to stimuli.
