I need someone who has either similar powers or personality. Now Batman would work, but for the story i'm writing (a marvel vs dc thing) i already have batman fighting someone. so i need someone to fight wolverine.
And it needs to be a hero, not a villian (an anti-hero would work perfectly).

Well, the Wolf part of it should make it obvious, Lobo.

A close second would be Timber Wolf of the Legion of Super-Heroes.

Try Will (Amazing Man) Everett! He has the power of absorption, so as soon as Wolverine touched him with his claws, he’d turn into adamantium! Presto! Someone Wolverine can’t cut and can’t hurt. Personally, I think that if Will started hitting him, Logan would give up, because even if his healing factor doesn’t quit, it still HURTS!

Drake (Wildfire) Burroughs, of the Legion of Super Heroes. He is anti-energy sealed in a containment suit. If Wolverine cut his suit open, the anti-energy is released all at once. It’s like a nuclear explosion in a bottle. I don’t think even Logan could survive that.

There are probably others, but try those two first.
