The laptop detected strong signals which I connected with, but I can't get on the internet. I don't have an ISP yet. What do I do?

So you are asking how to steal bandwidth from neighbors instead of you buying your own internet connection?

I think your router isn't set up with an internet connection. I'm not sure how to do that, though. But I think you need to get an ISP. MetConnect is good. www.metconnect.com

The strong signals are probably your neighbors WiFi. Do not connect to them. That is considered pirating a signal and can be a felony. You can't get in because they have WEP or WPA security and have passworded access to their Router/Access Point.
