a little more help with warhammer 40k tabletop?

ok so im thinking about playing chaos black legion cuz they can filed any troops, so if i do lets say i want to play some deth guard and thousand sons, can they still use all their powers like can the deth guard use nurgles rot and the thousand sons use their magic
