It "seals" the gasses, odors, etc from escaping. My husband replaced ours but you can have a plumber do it if you don't have anyone who is willing and/or able to do it.
I know what you're going through, I was washing the bathroom rugs, scrubbing, blaming it on the dog...it was frustrating to say the least.
I also manage a motel and had a couple complaints about the bathroom in this particular room smelling of urine and it turned out to be the same thing.So, it's something to check, anyway. Good luck!

IT'S NOT YOUR TOILET-IT'S PROBABLY THE MATERIAL YOU HAVE SURROUNDING YOUR TOILET THAT'S THE CULPRIT-SEE WHEN YOU CLEAN IT SMELLS LIKE THE CLEANER YOU USED, TEMPORARY ODOR COVER.
