They live at with their parents because they are allowed to do so. Why would they move out? Then they would have to do their own laundry, cook their own meals and pay their own bills.

In general, no.
There are a number of reasons (other than the ones you listed) for living at his parent's house:
1. Financial (e.g. unable to afford)
2. Obligations (e.g. parents are ill)
3. Incapable (e.g. Down Syndrome)
4. Marriage/Live-In Girlfriend (e.g. some wait until they marry to move out).
Reason #1 is probably the most common.
The housing prices are more geared towards dual-income families and a single male only has one income to pay for the pricey mortgage plus property tax and any homeowners/condo fees. The price for rent in many places are not too far behind mortgage payments.
The high costs effectively delays the male's ability to move out, making reason #4 a viable option.
The alternative is to live very uncomfortably (e.g. in the poor house) while working long hours -- an option he wishes to avoid, if possible. However, there are times when the 'homelife with the parents' becomes unbearable that he chooses to live in the poor house and work those long hours. This will undoubtably set him back financially and will usually never recover from it. But he would be happier in the end.

Some people, including women, end up living with their parents a great deal longer than they would like because of economic conditions beyond their control. Most people after the age of 22 leave their parents' homes and work very hard at maintaining an income so that they do not have to go back, or remain in their parent's house. Some are just lazy, and the parents put up with it.
Education plays an important part in helping to make sure that one can move out and stay out.

There are four main reasons:
One or more parent is ill and somebody has to take care of them.
The guy is physically or mentally ill and uncapable of taking care of himself.
The guy makes too little to move out or their parents have too little to survive. This will happen when the guy has a criminal record (and nobody wants to hire him), the area is overpriced compared to the jobs in the area or the area suffers from high unemployment (especially Europe that has more than twice the unemployment rate of Mexico). It will also happen when 65% of the adult population doesn't have a retirement fund and the average 65 that actually has a 401K has on average $150,000 which will at best last 8 years before it's totally exausted. The guy could also be going to a local college or university and he doesn't want to pay rent when he has no job.
The fourth reason is that he is saving money or likes to spend the money. A 30 year old will need $9 million total to live the $40K lifestyle in the U.S. when they are 65 to when they are 95. That's because of inflation. Where I live the average job pays $40,000 and the average house on a 1/8 acre piece of property costs $640,000. Now a guy has to juggle both if he wants both. He can either rent and eat or own a house and starve.

Men are usually mommas boys and move out ONLY when necessary. My son will be 19 next month and my daughter is 22 both still live at home and I hope they never move out!

"Happy Bullet", "Cassius" - and their fellow cranks obscessed with "Women's Studies" on this site - should be able to answer that question from personal experience. Mama does their laundry, cooks for them, etc. It leaves them all the free time in the world to fixate on Yahoo "Women's Studies" as evidenced by the fact that they NEVER ask or answer questions about other subject matter. The are obcessed to an unhealthy degree. Mama won't kick them out - she knows they have nowhere else to go.
