I wanted to have a rave party, but I wasn't sure if it would be implying that there would be ecstasy or drugs or whatever. Could it just be a rave with glowsticks and techno and whatnot?

What you are explaining sounds like it would be more like a black light party instead of a rave.

Most raves have drugs. However if you are conducting one, you can put out in your flyer that Drugs are not permitted and if you want to have a really large one, notify the police. If you allow them to be there at the entrance, they are usually really easy on people that are there just to have a good time and are very helpful.

You could, the rave is no longer what it used to be. Real "raves" died when they became highly publicized.

raves usually means drugs are there, whether they are sold there or not, usually people are taking them before they get there
