My cellphone has an automatic time and date system. Who regulates and determines what time it is?

The time is transmitted from the company. Same way with your cable box, ever notice how it corrects itself for daylight saving time each year? The time is transmitted through the cable wire. If you disconnect the cable wire to the cable box for 5 days or so, the time will be off 10+ minutes. As soon as you reconnect the cable wire, the time sets itself almost instantly.
