NO!!! When the down gets wet it clumps and there is no way to unclump(?). I sent a down comforter to be dry cleaned once and the idiots washed it. Needless to say it was ruined. You can use a home dry cleaning system such as Dryel. I've used it before and it works great.

If you did put it in the wash, your jacket would be a wet, feathery mess. I would Dry clean, if I were you. But, if you look on the label, it should have instructions. If the jacket is Label-less, just Dry clean. Better safe than sorry!

You can if the shell is of a material that will let you, you can throw in a tennis shoe or piece of natural latex rubber to keep the static electricity from accumulating. Check the label. Once you do, they are drip dry though. There's no drying them by machine.

Your best bet is to read the care directions on the label of your jacket. If there is no label, you can call a dry cleaners and ask them if that is recommended or not.

follow the instructions on the tag...
I have had the same brambilla down filled coat for 15 years--it has a rayon blend shell. (I live in ND where it gets -20 so when you find a warm coat you stick with it :) ) The coat had instructions to wash in cold water, gentle cycle. Dry on low with tennis shoes. Worked so well I tried it on a down vest and a down comforter all with success. So I basically wash my tennies at the same time and the tennies kick the down around so it doesn't clump in one lump in process. :)
