In Italy tip's not required (although if you want you can give, for sure no waiter will feel hurted).
Personally, I'll bother to give tips only when restaurants will finally get rid of "coperto" (the money you have to pay just for sitting there...), which I never saw anywhere else...

Normally service is included. Leave a Euro or two depending on the service and how much you paid for a meal. If it is an expensive meal, tip more..if it is just coffee, leave the change - maybe 50 Euro cents something like that. Tipping in Europe is not like here in the USA. Also, they will not bring your bill until you ask. Don't assume they are ignoring you...that is just how it is.

I know for a fact that the gratuity is included in Paris, but I'm not sure about the rest of France, and I don't remember if it is in Italy, because it's been years since I've been there. Even though it's included in Paris, I usually left extra because, just like the servers here in the US, they appreciated it. The service did tend to be pretty bad in Paris, but that's just their way of doing things.

A tip is only mandatory if there are 6 or more people in the party. Otherwise I would tip them about 4 euros
