Are you trying to quit something that you have been doing for a very long time. A behavior? Cigarettes? Drugs? It could be most anything, but it seems that people are always pulling you back into doing the very thing you are trying so hard not to do? This dream suggests that to me for these reasons.
The cutting off of your foot suggests that you are trying to make a life choice to discontinue something. The choice is personal and life altering. The fact that you put the foot back on suggests to me that you keep falling into the behavior instinctively. Particularily when others are around to provoke the behavior. You continue to cut it off because you feel very strong about your choice. You tell yourself that it isn't going to hurt as much as you believe it will.
The answer is to take control of this life altering situation. Remember that you are the only one in control of your lifes choices. Make a plan and stick to it no matter the outcome.

Your foot is your connection to the earth, the ground on which you stand.
When you cut it off, perhaps this means you're questioning the things you were taught growing up. When you noted that it didn't hurt, and you could cut it off and put it back on at will, perhaps this means that you're assuring yourself that it's safe to question the beliefs you were raised with. You can detach yourself from them, examine them, put them back on if you wish, and it doesn't hurt at all.
Just a guess, only you can interpret your dreams. If this feels right, it probably is right. If not, try and imagine what else it might mean.

It probably mean's you've a tooth infection? If i'm not mistaken, and by example, a lady of middle age, was dillusional for several years until she had a dream that her tooth was infected. The lady went to see a dentist, who insisted nothing was wrong, but she was ever more determined as her visions grew stronger. Eventually the dentist gave in to her requests and pulled the tooth. Low and behold there was a tooth infection and her pain and dillusions of many years dissapeared once the removal was over. To conclude, you'e a tooth infection, I mean what else could it be?

foot: Basic beliefs. Direction in life. You should mend your ways in life otherwise you will suffer from your foolishness.
scissors: Open and close. Sharpness. What part of your past do you want to open and then cut?

You are probably the best person to interpret your own dreams as you know yourself best. Sometimes dreams have some connection to our lives, but often they don't. Here are a few links in case you are interested in reading about the meaning of dreams in general.

I think that dreams are your body's way of trying to make sense of all that happened during the day... Ever have the dream where you are falling and then you wake up before you land?? i doubt the everyone that has that dream has fallen during that day... it is just your bodys way of remembering all of the things that have happened.
