Some people suffer from drug and sex addiction, which explains drug users/dealers and also prostitiutes. People engage in it because they are addicted and have no self-control. Also, punishment for these crimes is not an effective deterrant. A $100 fine for being a hooker on a streetcorner does NOT stop it. 3 years in jail for selling drugs is NOT going to stop people from selling it. People like to live and be dangerous because of the thrill and also because they like to see how long they can break and live above the law.

When we do things that we know are bad, dangerous, and/or the fear of getting caught doing some naughty, our bodies produce adrenalin. Adrenalin is a natural "High" that's why people go skydiving and bungee jumping.
