How would I stop the PSP Video 9 program to stop telling me that my video file is in use?

I have been researching all day and I have tried everything to get videos to play on my PSP. But it won't work. I have transcoded the video with PSP Video 9 and everything. But the Title says that the file is somehow in use. Everything is closed and I'M GETTING FRUSTERATED WITH THIS!!!!!!!!!!!!!!!!!!!!!!

You might want to try restarting your computer. If that does not work then you may want to try reconverting the video. You might want to try the pspvideo9 forum site for more help.
