Lets just set up a scenario here.

What if Al Quada attacked all the military home bases and they needed some place to stay. They can't make you house the homeless troops.

If Bush gets his way, we wont have any rights at ALL. Look at the bill he passed on people being able to open up your mail under "Emergency" circumstances. he can find any reason to label it an emergency. Hes an evil sneak.

During the early part of WWII, on the west coast, quartering troops was actually an issue.

It hasn't. It played a much greater role during our Revolutionary war and the Civil war. Hence wars fought on our own soil.
