Visa is not required for Philippine national in HK provided you have a passport valid for at least 6 months and a return / onward ticket. Show these requirements at the Port of Entry and you're all set.

As for the Philippines, upon your arrival you are given automatically a 21 days visa. Just make sure your passport is valid for the next 6 months and you have a exit/outward ticket. If you want to extend your visa, just visit the nearest immigration office.
Check the following Philippine government websites
http://www.dfa.gov.ph

As for Hong Kong, they automatically give you a visa upon your arrival. Though I forgot how many days they allow you to stay.

There is n such thing as free visa. The fee you pay goes towards processing and mailing back your documents and passport where your visa will be stamped
You need passport to get a visa, as well as enough to cover your expenses in Hongkong. You need a reason of course, who you are visiting where you will stay etc
