Billboard is based on sales. It offers a "Top 100" that is all inclusive then there's each individual chart. So while "When I'm Gone" may have been hot in it's genre, a hit from another genre "This Kiss" from Faith Hill may have been more popular and sold more copies that "When I'm Gone". It is certainly not based on race, however, there are seperate charts that track different genre-country, R&B, Rock, Alternative/Indie, AC, etc.

Keep in mind that Billboard only JUST started including song download sales for their charts (like from MSN and iTunes) - it used to be that songs were charted ONLY based on sales of cds/tapes/records in actual stores. So no it's not about race.. it's more that Billboard has had their heads up their butts until recently about sales of singles.
