It wants me to write this in decimal form.
7.73 x 10-3
(the -3 is actually the small one that goes above the ten but i cannot type that on the computer)

Could someone answer this and tell me how they got it? I am so lost.

The exponent 10 -3, means that you are dividing the number on the left by 1,000. The easy method is to slide the decimal point 3 positions to the left, so your answer is 0.00773

if it's 10 to the -3, just move the decimal three places to the left.
7.73 --> 0.00773
