Buggered if I know. Are you SURE you mean Teleocracy? Would you have a Cause-ocracy? Teleological explanations are ecplanations of events by means of their aims:

Question: Why did you go to the shops?
Explanation: I wanted to buy milk

As opposed to a causal explanation:

Question: Why had you no milk?
Explanation: I'd drunk it all.

How would you inculcate an aim into a constitution in order to render the resulting state Teleocratic?

teleocracy=governed from far away.

i am currently emperor of several asteroids. i never go there, so it is a teleocracy.
