Sounds to me like you've got a BackDoor Worm that's been installed on your computer...Yea, when you're not on the Internet it's not on or working so your computer seems to operate normally...But as soon as you're connected it turns itself on and start using your computer to do whatever the "Hacker" is using it for...Yea someone else is using your computer now when you're connected to the Internet...and using lots of your System's Recourses...
I'd do a Complete scan of your HardDrives, and delete anything that's not supposed to be there...Make sure all your Definitions are updated before scanning...That's what it looks like to me anyways....If you have a port scanner in your Firewall (assuming you have one) then check for out going remote connections & block them if you don't know what program is using them (Like autoupdating a program)...

A bit interesting. Using dailup or a network card (broadband)? could be the card using too many resources of the cpu. Viruses and spyware can slow down when connected to the internet. They are sending info to someone on the net-that's why it slows down.
Have you tried reformating and reinstalling windows? Or at least upgrade drivers for all the devices in the computer?
If running WinXP try start...run...sfc /scannow

This sounds better like a hardware problem to me. How complete is your hardchronic? Does homestead windows have sufficient room for replace? If not you'll favor to both upload anotherchronic or delete stuff from a command on the spot without homestead windows. If disk area is high-quality, examine your bios settings to be sure all factors are detecting precise. significant issues to look at are ram, cpu, and video card. to boot to, what does your pc freeze at for the period of a secure mode boot up?

Your internet browser is obviously using a lot of CPU power. There's not a lot you can do about it.
