I think the answer might be that the maximum velocity occurs after moving 0.1 m, then goes back to zero after moving another 0.1 m.

The average velocity would be 0.1m/.25s = 0.4 m/s, thus the maximum velocity would be twice that, or 0.8 m/s at t = 0.25s.
